The device comprises a current transformer. The primary winding is connected in series with the circuit, whose current is to be detected.

The signal of the secondary winding is rectified, filtered with an electrolytic capacitor, and fed via current source to the output load, which can be a maximum of 1kΩ (for the device shown in the photo). The circuit uses Zener diodes as protection.
